Guidelines for establishing a regional sports federation as a public organization with legal entity status
Dear tug of war enthusiasts!Currently, according to the latest recommendations of the Ministry of Sport of the Russian Federation, establishing a regional federation for a sport is a prerequisite for the effective development of that sport in the region. An accredited regional federation gets the following opportunities:
- funding from the budget of the regional ministry (department);
- participation in national and interregional events with full or partial reimbursement of costs;
- participation in the distribution of the prize fund of the Russian Tug of War Federation;
- participation in international club competitions and in selection for the national team.
Below is a step-by-step method for establishing a regional sports federation as a public organization with legal entity status.
1. You need to find at least three like-minded people living in the region and choose a leader from among them, who will later hold the post of federation president and have the right of first signature. At this stage it is useful to already find a sponsor and offer them a position. This could be either president or chair of the board of trustees.
2. You need to consult the regional office of the Ministry of Justice of the Russian Federation about registering the sports federation as a regional public organization. Not all regional justice departments provide effective help, and you may have to turn to one of the law firms experienced in registering non-profit organizations (not all of them can do it on their own, though they take it on). The cost can range from 15,000 to 25,000 rubles. As a rule, the firm handles the registration "turnkey," i.e. including the tax inspectorate and the funds. An important point is providing a legal address. If you cannot find an organization that will provide one on a sponsorship basis (and a firm will charge up to 10,000 rubles extra for this), the home address of the future president may be used. In any case, we can provide you with standard forms of founding documents. But bear in mind that each regional justice department may have its own requirements and may return the documents for revision many times.
3. Registration with the regional justice department, the tax office and the funds usually takes up to two months. It is not necessary to open a bank account at the first stage unless there are sponsorship funds. After receiving the documents, you need to consult the regional sports committee (department) on obtaining accreditation.
Upon request from the regional sports committee, the RTWF will provide the necessary letters and approvals. We are also ready to help prepare a program for the development of the sport in the region. The accreditation procedure can take up to three months, due to the schedule of the accreditation commission's meetings.
Once it receives information that the registration procedure has started, the RTWF will plan for your representatives to take part in the next training courses for coaches, referees and athletes.
We are also ready to help with the supply of equipment.
